Criterion Systems, Inc., based out of Vienna, VA is seeking a Technical Solutions Architect to join our business development team, help take the company to the next level, and be the technical leader in development of solutions for our proposals and/or client solutions. The Solutions Architect is a senior technical person responsible for leading the development of technical solutions for Criterion customers. The Solutions Architect is responsible for the end-to-end strategy and soundness of the integrated technical solution or offering. The Solutions Architect leads the Architects and SMEs in the development of the technical solution or offering, in translating the business needs into technical requirements, and is a key contributor in the value proposition and price-to-win strategy. The Solutions Architect identifies gaps, strategic impacts, financial impacts, and the risk profile in the technical solution or offering and provides technical support to the capture and pre-proposal team as needed from capture strategy development through post submittal and follows through to contract award.

Job Responsibilities:

  • Analyze IT requirements and develop competitive solutions for all proposal investments
  • Lead all aspects of technical proposal development and manage solutions to comply with all RFP and/or customer requirements
  • Fully develop technical solutions for RFP responses by analyzing IT requirements and proposing creative methodologies and cost-effective technical design specifications
  • Provide technical assessment on additional methodologies and justification for each solution
  • Develop and write significant portions of the technical proposal response, including diagrams, architectures, and staffing solutions
  • Fully understand and effectively articulate RFP and potential client requirements as described in the Performance Work Statement (PWS)
  • Responsible for the end-to-end strategy and soundness of the integrated technical solution or offering
  • Lead the development of technical solutions or offerings, in translating the business needs into technical requirements, and is a key contributor in the value proposition and price-to-win strategy
  • Identify gaps, strategic impacts, financial impacts, and the risk profile in the technical solution or offering
  • Provide technical support to the capture and pre-proposal team as needed from capture strategy development through post submittal, and follow through to contract award
  • During the post-submittal phase, support responding to questions and proposal modifications and participate in oral presentations and demonstrations as needed
  • Assess the technical strengths and weaknesses of the proposed solution and make recommendations to the capture team with respect to teaming partners and sub-contractors
  • Provide an analysis of the Statement of Work (SOW) with respect to the terms and conditions
  • Responsible for bid and proposal solution development including solution design and development of complex proposals for technology solutions, managed services and outsourcing opportunities
  • Development of the solution approach and proposal development addressing system architectures and integration with supporting systems
  • Analyze, develop, recommend, implement, and support innovative, cost effective systems architecture solutions
  • Evaluate and recommend future technologies and methodologies that will enhance Criterion’s products, services, and offerings
  • Design requirements-based technical solutions in support of Criterion’s programs, projects, solutions, and offerings; and assist with program start-up, transition, and transformation of the solution or offering design into production
  • Maintain expert knowledge of technology and seek opportunities to benefit Criterion’s customers
  • Provide system architecture, design, and solution designs for current programs or for large complex bids and proposals
  • Recommend optimized solutions to support current and long-range planning and collaborate with project team leads in the selection, recommendation, and approvals of tools and technologies to improve efficiencies, reduce costs, and increase customer satisfaction
  • Conduct presentations to customers to educate or obtain approvals on design concepts and technology recommendations
  • Support pre-sales, bid and proposal, and due diligence activities including site surveys, design, design review, bill of materials creation, statement of work creation, vendor negotiation and coordination, proposal generation, and proposal delivery
  • Provide post-sales architectural and design support including customer briefings

Minimum Requirements:

  • Bachelor's degree or equivalent combination of education and experience
  • 10 years of experience designing large integrated systems
  • Minimum of 5 years of experience as a solutions architect developing technical solutions for RFP responses
  • Experience with IT portfolio management (analysis, infrastructure, cloud transformation, data center consolidation, application development/sustainment, etc.)
  • Excellent systems documentation and architecture diagram skills with thorough understanding of systems architecture, engineering, administration, configuration, troubleshooting, performance tuning, preventative maintenance, and security procedures
  • Samples to show technical writing competency
  • Strong organizational skills, verbal, written, and inter-personal communication skill
  • Exceptional attention to detail
  • Working knowledge of Federal procurement process and regulations
  • Ability to work in a fast-paced environment and manage multiple projects simultaneously
  • Experience working with diverse teams at multiple locations
  • U.S. Citizenship
  • Ability to obtain a security clearance

  • Experience with Risk Management Framework or Cyber Security is highly preferred
