The National Science Foundation Cyber Security and Privacy (CS&P) Services contract team supports a layered, defense-in-depth cyber security environment that provides successive cyber security controls for approximately 2,500 employees at the Alexandria, Virginia Headquarters and additional employees at other locations. The CS&P Services Team is responsible for a comprehensive, agency-wide Cyber Security Program that encompasses all aspects of cyber security. Strategic objectives for the CS&P Services contract are:  data loss prevention; improve network and system security; risk based management; security incident management; and cyber security training and awareness.

This position will be a member of the Oversight and Compliance Team as a Senior Cybersecurity and Privacy Policy Writer with the following responsibilities:

* Learn and remain current on federal guidance regarding cybersecurity and privacy policies and requirements, and anticipate, plan, and execute agency updates within established deadlines.
* Respond quickly and effectively to requests to draft new cybersecurity and privacy policies, plans, procedures and other documentation to demonstrate agency compliance with federal requirements. 
* Synthesize federal and agency representative guidance, federal mandates, in-person interviews with subject matter experts, and other federal and industry information and resources to prepare policy and procedure documents for signature by senior leadership (such as the CISO, SAOP, CIO, and agency director).
* With minimal oversight, undertake comprehensive update of existing cybersecurity and privacy policy documents to demonstrate current, correct agency compliance with federal requirements, or to reflect improved processes that enhance compliance. Approximately 25 cybersecurity and privacy policies, plans, procedures and other documentation are due for update in 2020. (This position is one of two responsible for comprehensive updates.)
* Demonstrate process analysis skills and understanding in the development and update of cybersecurity policies and procedures.
* Prepare and peer review credible drafts, i.e. appropriate template, standardized formatting, double-checked references, and spell-checked.
* Perform substantive peer review. Provide clear, detailed instructions to peer reviewers to conduct substantive peer review on drafts; and perform substantive peer review for client and colleague work products.
* Demonstrate initiative and resourcefulness in learning the agency environment to tailor federal guidance. 
* Meet established schedule deadlines. Exhibit attention to detail. Contribute creative and flexible problem-solving. Demonstrate engagement to learning cybersecurity essentials to help advance the agency cybersecurity and privacy program – ask questions, help draft lessons learned, white papers, questionnaires, peer review team work instructions, and participate in other ad hoc tasks.



Required Qualifications

  • Bachelor’s degree in English, political science, history, journalism, business analysis, policy analysis, liberal arts or years of experience to be used in lieu of a degree
  • Five years' progressive writing and editing positions in government, non-profit, and/or federal contracting environment
  • US Citizen 
  • Eligible for a NACI/Public Trust clearance
