Program Manager

Criterion Systems is looking for Program Manager (ICAM) Program Management Office (PMO) to lead, orchestrate, and drive the maturity and evolution of the ICAM Service. S/HE will lead a cross-functional team for the development of the ICAM Reference Architecture, collecting and evaluating requirements, and coordination of interoperable ICAM services for the enterprise. The PMO tracks and reports overall scope, funding, resourcing, schedules, performance, requirements, and other relevant information as required by the Sponsor’s parent organization. The ICAM PMO addresses strategic planning and execution, service provider coordination, partnering across the enterprise, collaboration with each of the Sponsor’s partner’s Chief Information Office, communications and reporting, and budget and finance guidance. Functions performed by the ICAM PMO include vetting and reporting on candidate ICAM solution proposals, program briefings, reporting on metrics and audit results, and compliance reporting. The PMO manages the Integrated Master Schedule (IMS) for ICAM activities and provides branding, marketing, and outreach for solutions. The ICAM deliverables include the ICAM Strategy, the IMS, Standards and Best Practices, federation criteria, the approval process, and adoption tool kits and guidance.
 
Work Requirement:
 
For the IT Program Manager position: S/HE will provide outreach and liaison support to Customer partners; shall draft and review program documentation; shall generate formal review documentation; shall participate in system and program reviews; and shall coordinate project plans reviews and identify inconsistencies. Assist the Project Team in identifying contingencies, developing risk mitigation plans, conducting project gap analysis, and developing schedule changes. S/HE will collaborate with the customer technical director in drafting the yearly roadmap, accept requirements and define them in executive terms. S/HE shall create a basis of estimate for project work. S/HE will present applicable basis of estimate findings, run monthly meetings, establish agendas, record minutes and communicate results to the enterprise. Monitor development activities according to the project’s sprint interval, reporting progress, impediments, and identify schedule impacts to the Customer’s PM and management. S/HE shall work with the Customer to research and respond to action items. S/HE shall alert the Customer of any systems issues or problems stemming from action items. S/HE shall work with other contractor system engineers and developers to communicate release schedules and dependencies. S/HE shall assist the Customer by creating Program Review Board (PRB) slides for each project and briefing them at the Customer’s PRB. S/HE shall assist in the marketing and branding of Customer services to partners. S/HE shall report highlights for systems designated by the Customer. S/HE shall track and report metrics for each system designated by the Customer. For the Project Integrator Position: S/HE shall coordinate, schedule and facilitate technical exchange meetings (TEMs); shall work with mission partners to identify system information about the Customer’s capabilities; shall assist the Customer in communicating mission partner’s requirements to the Enterprise; shall track mission partner’s requirements progress through the Customer’s tracking system; and shall collect and track information about new mission systems.

Mandatory Skills:

  • Demonstrated experience using JIRA.
  • Demonstrated experience working in an Agile Development environment.
  • Demonstrated experience tracking joint deliverables and schedules from multiple interconnected teams across multiple interrelated projects.
  • Demonstrated experience reporting the status of multi-team, multi-project deliverables and schedules.
  • Demonstrated experience in the full range of identity and access management products and concepts, to include Authentication, Attributes, Authorization, and Entitlement Management.
  • Demonstrated experience supporting the delivery of enterprise-wide services across a diverse enterprise.
  • Demonstrated experience using project scheduling tools, such as Microsoft Project or Primavera.
  • Demonstrated experience tracking requirements against the requirements’ scheduled delivery dates.
  • Demonstrated experience communicating schedule and mitigation strategies to management.
  • Demonstrated experience eliciting and defining requirements.
  • Demonstrated experience coordinating with stakeholders.
  • Demonstrated experience facilitating requirements meetings and technical discussions. Demonstrated experience conveying technical concepts and requirements to non-technical audiences.
  • Demonstrated experience adjudicating competing priorities.
  • Must have an active TS/ISSA clearance walking in the door - No Exceptions.
  • US Citizenship required.

Optional Skills:

  • Demonstrated experience actively participating in customer forums addressing one or more of the following: strategy, architecture, policy, roadmaps, key processes, dependencies, interoperability, technology, and guidelines.
  • Demonstrated experience working on Sponsor’s networks.
  • Demonstrated experience marketing and branding software services in an enterprise environment.
