Criterion Systems is seeking support for The Pension Benefit Guaranty Corporation (PBGC). The Pension Benefit Guaranty Corporation is a United States federally chartered corporation created by the Employee Retirement Income Security Act of 1974 (ERISA) to encourage the continuation and maintenance of voluntary private defined benefit pension plans, provide timely and uninterrupted payment of pension benefits, and keep pension insurance premiums at the lowest level necessary to carry out its operations. 

The Program/Task Order Manager provides staff leadership, contractual compliance and execution of objectives in accordance with company policy and procedures. Serves as a representative for all business, contract and operations related activities for the specified task order. Ensures unity of effort, economy of scale, continuity and efficiency of operations, resource conservation, and effective staff direction in support of the customer’s mission. provides sufficient management to ensure that activities on the contract are performed efficiently, accurately, on time, and in compliance with requirements of the contract.

Job Responsibilities

  • Provides program leadership; formulates and enforces work standards; develops and maintains deployment schedules for contractor staff; reviews work discrepancies; supervises TO staff; communicates policies, purposes, and goals of the organization to subordinates; and fosters an environment that breeds innovative solutions and approaches to manage and facilitate responses to senior management and client inquiries.
  • Ensures appropriate performance reports are submitted outlining progress, status, and any problems/issues encountered in the performance of the contract.
  • Maintains constant supervision and information flow with staff, company management and customer interface to ensure program wide information is maintained with all personnel on a continual basis.
  • Prepares and manages project plans and status reports, coordinates communications to address any training and administrative needs of assigned personnel to achieve positive relations with the customer.
  • Participates in regularly scheduled operational meetings with team leads and employees to provide updates on customer and corporate issues.
  • Allocates appropriate resources to ensure that projects are completed on time and within budget, manages processes to track Task Order staffing levels and forecasts staffing requirements. 

Minimum Requirements

  • Strong understanding of government contracting, federal acquisition regulations, and the federal budget process.
  • Ability to identify critical paths, contingency plans, and manage project risks.
  • Must have excellent analytical, project management, and problem-solving skills.
  • Demonstrated ability to communicate effectively, orally and in writing, at all levels.
  • Must be organized, motivated, reliable, and responsible with superior interpersonal skills.
  • Bachelor's degree or 4 years equivalent experience
  • Project Management Institute (PMI) Project Management Professional (PMP) Certification
  • 5+ years’ experience in a similar role managing a large-scale program of 100+ personnel.
