Our staff provides Policy and Governance Support Services as well as incidental advisory and assistance services to the Office of the Chief Information Officer (OCIO) for the National Nuclear Security Administration.  These services include ensuring compliance for various government programs, developing and reviewing IT and Cyber Security policy that affects the OCIO or the agency, providing Cyber Security and IT Governance and Analysis, data consolidation, Program and Project Management Support and Oversight, Capital Planning and Investment Control (CPIC) oversight, and Financial Execution Analysis for all OCIO investments.  Additionally, our services extend to managing the communications for the OCIO and proactively engaging with stakeholders and customers, both internal and external. 

The Program Analyst-CPIC will support the management consulting activities alongside the project/program manager, technical staff, and federal clients for CPIC and IT Investment Management at The National Nuclear Security Administration (NNSA) Office of the Chief Information Officer (OCIO). The position requires an ability to take initiative and a willingness to work in a flexible, fast-paced environment.

Job Functions

·         Oversight of the IT investments portfolio for the agency’s CIO office in accordance with OMB Circular A-130, Management of Federal Information Resources.
·         Conduct Select-Control-Evaluate reviews of the IT investments by performing analysis of cost, schedule, and performance and adherence to CPIC reporting requirements.
·         Support the CIO’s office IT budget process by evaluating IT budget requests, Major IT Business Cases and the IT Portfolio Summary in accordance with annual DOE and OMB guidance.
·         Update and maintain project management templates/tools/guides to assist federal project managers in meeting internal and external CPIC reporting requirements.
·         Lead on-going process improvement and provide anticipatory service to the federal client.
·         Provide group facilitation, communications, training, and other forms of knowledge transfer.
·         Review and assess major IT investments for compliance with CPIC policy, procedures, and guidance.
·         Assess impact of annual OMB policy and requirement changes on agency CPIC process, workflow, tools and CIO office investments.
·         Monitor investment performance and update program performance metrics.
·         Write and present briefings on results to clients and other stakeholders at varying levels.
·         Prepare management reports and analysis as required.
·         Work with multiple stakeholders to solve critical resource shortfalls.


  • Bachelor's degree in Information Systems, Finance, Accounting or related fields.
  • 2-6 years of work experience supporting and managing budget planning and formulation activities.
  • 2-6 years of work experience with an emphasis on Federal IT portfolio management, information technology investment management, and information technology system development life cycle.
  • 2-6 years of work experience supporting all phases of the CPIC life cycle (Select, Control, and Evaluate), OMB business case (formerly Exhibit 53 and 300) development. This position requires experience and knowledge of federal CPIC guidelines/practices (including Work Breakdown Structure (WBS), baseline change requests, contract strategy, project execution, operational analyses, operational performance, and risk management).
  • Experience in earned value management. Should be able to assess an EVMS compliance with the ANSI 748 standard, establish an ANSI 748 compliant earned value management system (EVMS), perform monthly project-level earned value reporting, and perform monthly integrated program-level earned value reporting.
  • PMP certification desired but not required.


  • Strong knowledge of federal IT regulations and requirements such as Federal Information Technology Acquisition Reform Act (FITARA), Clinger-Cohen Act, OMB Information Technology circulars, Federal Enterprise Architecture, and federal acquisition regulations.
  • Experience using a CPIC portfolio management tool (e.g., eCPIC, Prosight, iMatrix, or INVEST).
  • Should be comfortable managing or supporting project teams in a client/consultant environment.
  • Experience developing presentations for senior client staff and managers.
  • Strong problem solving and analytical skills; must be self-directed and detail oriented.
  • Ability to work independently and as part of a team.
  • Strong verbal and written communication skills; ability to communicate effectively to a diverse group of team members, stakeholders, and senior leadership.
  • Experience in data analysis and report design/development.
  • Knowledge of IT capital planning processes such as System Development Life Cycle Management (SDLCM), cost benefit analyses, risk management, and investment management.
  • Expert knowledge of MS Excel, Word, PowerPoint required. MS Project desired.

Minimum Requirements

  • Bachelor's Degree and 2 years of additional CPIC experience or 5 years CPIC experience in lieu of a degree
  • Ability to travel Required (10 or less days per month)
  • Must be able to obtain a DoE "Q" level clearance
  • Active US Citizenship
