Criterion Systems is seeking support for The Pension Benefit Guaranty Corporation (PBGC). The Pension Benefit Guaranty Corporation is a United States federally chartered corporation created by the Employee Retirement Income Security Act of 1974 (ERISA) to encourage the continuation and maintenance of voluntary private defined benefit pension plans, provide timely and uninterrupted payment of pension benefits, and keep pension insurance premiums at the lowest level necessary to carry out its operations. 

The Network Operations Manager leads a team responsible for supporting continuous, uninterrupted 24/7/365 monitoring of the Agency’s IT infrastructure as well as providing limited IT service and support services. The Network Operations Manager serves as the primary point of contact for all network operation center related issues and activities and is responsible for day to day activities of the Network Operations technical staff and network performance issues as they arise. Also responsible for the timely execution of business improvement initiatives to ensure continuous improvement of Network & Services availability.

Job Responsibilities

  • Provides leadership in enterprise NOC support environment.
  • Monitors Agency’s IT infrastructure supporting all environments and all locations.
  • Reports and tracks system outages and problems through resolution.
  • Monitors the HVAC, PDU and UPS equipment in Agency’s Data Centers and LAN closets.
  • Monitors temperatures, humidity and air flow, as necessary to maintain specified parameters required for optimum hardware operation in Agency’s Data Centers and LAN closets.
  • Performs physical inspection of server and communications racks and environmental equipment in Agency’s HQ data center and LAN closets and logs and communicates any identified issues.
  • Maintains a computer room security log for emergency password and hard key check-out in accordance with Agency policies and procedures.
  • Coordinates and monitors electrical, cabling, and HVAC services.
  • Maintains a shift log detailing all activities.
  • Creates and sends out the Significant Outage Report daily by 5am.
  • Provides end-user customer support outside of normal business hours.
  • Performs repeatable tasks in support of other IT infrastructure service areas, e.g. imaging workstations, assisting with asset management activities, etc.
  • Ensures timely and accurate notifications of network issues are being communicated to the business and that all outages are being escalated accordingly with vendor/carrier partners
  • Ensures that all process and procedures have been implemented, understood and followed for their responsible shift.
  • Meets very aggressive network availability, and ticket handling objectives while providing hands-on leadership during network events.
  • Participates in change control committee, providing input into all changes/additions to network to ensure minimal disruption to production system.
  • Resolves scheduled maintenance or major outage issues escalated from direct reports.

Minimum Requirements

  • Bachelor's Degree in Computer Science, Electrical Engineering or related field and/or equivalent work experience.
  • Minimum four (4) years of Network Engineering experience in a 24/7/365 Network Operations Center.
  • Knowledge of Windows, Word, Excel, and Outlook.
  • Certification in CCNA or other Industry recognized Professional Level Network Certification.
  • Knowledge of Ticket Management or Ticket Event Handling.
  • Understanding of IP networking fundamentals.
  • Knowledge of multiple switching platforms.
  • Demonstrated ability to multi-task and manage multiple initiatives in the execution of daily operations.
  • Ability to aid in analysis of and documentation of root-cause analysis.
  • Strong knowledge of hardware, network operating systems, troubleshooting skills, Switching and Routing Architectures.
