Our certified project management staff directs information technology (IT) projects for the Office of the Chief Information Officer of the National Nuclear Security Administration (NNSA), United States Department of Energy. The NNSA OCIO manages and governs the NNSA IT portfolio and ensures its strategic alignment.

Criterion Systems is looking to hire a Project Manager to support our government customer onsite in Washington DC. The Project Manager is responsible for leading teams to deliver project(s) that span across one or more business units. Manage resources, schedules, financials and adhere to stage gate quality and SDLC control guidelines throughout the full systems development life cycle. This also includes management of issues, risks and project change requests to ensure successful and on-time project delivery. Contribute to process improvement initiatives as it relates to improving project delivery. The Project Manager verifies that the project produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential benefits defined in the business case.

Duties and Responsibilities

  • Manage all aspects of multiple related projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives
  • Provide on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
  • Full project life cycle ownership: successful project delivery will include full implementation from initiation to deployment for one major or several minor initiatives simultaneously
  • Report on project success criteria results, metrics, test and deployment management activities
  • Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence
  • Participate in establishing practices, templates, policies, tools and partnerships to expand and mature these capabilities for the organization
  • Prepare estimates and detailed project plan for all phases of the project
  • Provide status reporting regarding project milestones, deliverable, dependencies, risks and issues, communicating across leadership
  • Understand inter-dependencies between technology, operations and business needs
  • Demonstrate a functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices
  • Act as an internal quality control check for the project
  • Manage ongoing quality control and participate in quality issue resolution
  • Develop and deliver progress reports, proposals, requirements documentation and presentations to various audiences
  • Ensure that projects are proceeding according to scope, schedule, budget and quality standards
  • Manage project issues and risks to mitigate impact to baseline
  • Continue professional development to keep abreast of emerging technologies, methods and best practices
  • Extensive understanding of project management principles, methods and techniques
  • Proven success in providing on site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones

  • Excellent experience in SDLC Methodologies, Agile, SCRUM, SDLC / Waterfall
  • Strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations

  • Build and maintain relationships by engaging business leaders to establish credibility, solve problems, build consensus and achieve objectives

  • Research best practices within and outside the organization to establish benchmark data and use continuous process improvement disciplines to achieve results
  • Tools: MS Project, Excel, Word and PowerPoint
  • Experience in successfully leading projects to on-time, on-schedule and within budget close
  • Experience leading, motivating and managing various project team sizes, including internal and external resources, while holding team accountable for performance
  • Team-building skills with technical and non-technical staff
  • Experience working both independently and, in a team, -oriented, collaborative environment
  • Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities
  • Technically competent with various software programs, including but not limited to Microsoft Office (Word, Excel, PowerPoint, Visio), Microsoft Projects, ServiceNow, and Smartsheet
  • Adept at conducting research into project-related issues and products
  • Must be able to learn, understand and apply new technologies
  • Support diverse and inclusive work environment

Required qualifications:

  • U. S. Citizenship
  • Bachelor's Degree in appropriate field of study or 4 years of equivalent work experience
  • Project Management Profession (PMP) Certification or ability to obtain one within 1 year
  • 5+ years of project management experience, including tracking and planning projects
  • 5+ years of experience working with business stakeholders within a cross-functional matrix environment
  • 5+ years of previous experience with gathering requirements from the client / business and documentation
  • 5+ years of experience with full product life-cycle with understanding of development life-cycle and various technology methodologies that support that life-cycle
  • Proven ability to demonstrate a drive for results and accountability of business needs
  • Proven ability to work in an ambiguous environment and collaborate across multiple areas to achieve a common business objective
  • Interpersonal skills to influence and spur change, facilitate and enhance performance within a cross - functional environment
  • Demonstrate decisiveness in resolving business problems, making decisions and identifying priorities
  • Department of Energy (DOE) “L” or “Q” Clearance or an active Secret or Top security clearance from Department of Defense (DOD), with the ability to transfer to DOE to achieve a Q clearance or the ability to obtain a clearance
