The Cost Proposal Manager is responsible for the complete cost proposal function within Criterion Systems, Inc. in coordination with the Business Development Team, Partners, and other members of Finance to deliver pricing strategy and development and submission of the Cost Proposal volume. The Cost Proposal Manager will be responsible in developing the strategic pricing capability for the business by continually reviewing and developing the Firm’s pricing approaches to ensure that they are in line with market best practice with the aim of maximizing returns for the Firm. The manager will be responsible for preparing pricing volumes for review and submission including budget spreadsheet, cost narrative, reps & certs. etc. In this role the manager will also be responsible for creating a greater awareness of the effect of pricing and contributing to the growth of a profit focused mindset in the business.

Job Responsibilities:

  • Review RFPs and prepare Cost Volume with all required attachments for submission
  • Review and understand solicitation cost requirements. Ability to identify contractual and pricing related clarification questions for the client
  • Manage all aspects of the cost proposal
  • Serve as the main point of contact for proposal cost matters
  • Coordinate and provide pricing support to proposal partners
  • Assist in representing the firm in pricing negotiations with clients
  • Undertake financial modelling and scenario analysis to support pricing decisions and improve the Firm’s pricing analytics capabilities and to better understand and predict costs of delivering work
  • Implement and support the company's pricing approval process
  • Lead the strategic pricing research function which delivers insight and analysis on clients, industries and markets to help develop and inform the firm's strategic direction and focus
  • Act as a trusted adviser to the company on pricing issues, including support on significant RFPs and pricing negotiations
  • Build relationships with pricing contacts within clients
  • Be recognized internally as a pricing expert and point of reference for those in need of pricing support
  • Maintain pricing knowledge and regularly monitor industry pricing practices, particularly for major competitors.
  • Develop and maintain a depository of pricing best practices (tools, assets)
  • Provide content for training materials to offices and practice groups that helps enable Partners to become more skilled at estimating the scope of an assignment, the time required to complete an assignment, the resources needed (number, skills and seniority) and available capacity to enhance profitability and deepen client relationships

Minimum Requirements:

  • Bachelor’s degree in Finance, Marketing, or business-related field; advanced degree preferred
  • Minimum of 7 years’ experience
  • Demonstrable experience in a similar role at a government contracting services firm
  • Significant experience in a pricing / negotiation / procurement environment
  • Client relationship management experience and a full understanding of client development drivers, for example cost versus risk versus value
  • Understanding of project estimation and management approaches, tools and phases of the project life cycle
  • Proven analytic and decision-making abilities
  • Excellent ability to communicate and present key pricing strategies and concepts to senior management
  • Substantial experience in pricing strategy, structures and analytics, including development of Excel based pricing models
  • Thoughtful and innovative with an ability to provide data and scenarios to senior management for strategic pricing decisions
  • Strong excel experience
